This is nice: social policy research done in a scientific way. The goal to resolve the impact of policy.
It avoids what most discussions seem to devolve into so quickly: just simple facts are totally in dispute and depend on your ideology, as do the expected impact of policy.
Debates ought to start with more questions of fact resolved, and not based on preconceived notions. The real discussion should be what goals do we want: what’s more important between economic growth and equity for example.
